Floor care business start up

Hi... I am starting a floor care business in West Virginia. I have registered my business and all that good stuff now I am considering a few things:

1. Do I want to do commercial or residential or both?

2. What is the best way to get business(especially commercial jobs)?

3. I am on an extreme budget so I would like to find a good place to find supplies.

4. What is the "norm" for giving estimates/proposals? i.e. what should they include.

5. I have an idea about pricing but would like to be re-assured.
