Licensing requirements in California?

I am trying to figure out whether I need any type of license to run the carpet cleaning business in CA. Recently I talked to the manager of the gov building and he asked if I have a license. I am puzzled, because I thought there is no need for a license, however when I looked at the Contractors State Licensing Board I found a classification D64 for non-specialized contractors and theoretically this might apply to the carpet cleaning business. Does anyone have any info on this issue?

A nonspecialized contractor installs, modifies, maintains and repairs new products and/or new installations which are not defined in any section herein or defined in any license classification authorized by the Board under Chapter 9, Division 3 of the Business and Professions Code (Contractors License Law).

carpet cleaning does not need a license

I personally don't know of any licensing that is needed for any state, but I cannot speak for California. I did hear that some states where wanting to move in that direction in order to improve the professionalism for our industry. I also heard that being certified thought the www.iicrc.org was going to suffice for passing any testing requirements.
